Looking for a Motivated D3/Javascript/CSS Expert to Reface Charts to Futuristic Look Open

This goal is to re-skin c3.js chartsl:

To take c3.js charts and re-skin them and make them look like a futuristic interface by, css and javascript if needed.

The questions in this post are to make sure that things can be done well and efficiently.
Chart characteristics to implement:
- desaturated color pallet
- titles light yellow
- legends light gray
- Thin lines for graph lines and borders
- no side borders - only top and bottom around charts
- all numbers should animate and spin up from 0 to actual value (via general function)
- all charts should animate starting at 0 and rise up to actual values (via general function)
- transparent chart backgrounds
(via general function) - the idea is that the data will be fed into the function and then the output will be the data sets needed for the animation etc - perhaps this function can be placed where static data values usually go - open to suggestions.
The final results will be a demo dashboard, with a dark blue background, using demo data.
