Looking for someone to build a blog for me. Design and css styling is already made.

I need someone to build this in a way where people can:
-log in and upload blogs as presented in this mock up.
-edit hero banner
-the blogs get update in order as they are uploaded

The other page do no need to be edited and are good the way they are. The 2 pages being built need to match and use the correct styling to be consistent with the other pages.
